In case of the inner offset, Rcp

When the override that is calculated is lower than the minimum override that is set in
parameter No.5620, the override becomes this minimum override value.
(Note1) When the near basic circle override is effective, the cutter compensation inner offset
override becomes invalid. Both override can not be made effective at the same time.
(Note2) When the distance from the basic circle center to the start point and the distance from
the basic circle center to the end point are the same ( the true circle ), it becomes circle
interpolation. Therefore, the automatic override becomes invalid.
(Note3) When there is an end point error, the feedrate is not guaranteed.
